President Joe Biden's team wants to communicate better with China to avoid misunderstandings. They've already discussed AI with China in April and agreed to have more formal talks.

The US wants China and Russia to promise that only humans, not AI, will decide on using nuclear weapons. They're worried because China is quickly using AI in civilian, military, and security areas, which could threaten the US and its friends. The talks will let the US express its worries directly.

But the US isn't interested in teaming up with China on AI research, and they won't negotiate their rules on technology protection. The US team includes people from the White House, State Department, Commerce Department, and the National Security Council.

The Biden administration is planning to set limits on US-made AI models to keep them safe from countries like China and Russia. The US and China are competing to set the rules for AI, but they're also looking to find common ground on some issues.

Tarun Chhabra and Seth Center from the US, along with officials from China's Foreign Ministry and state planner, will lead the talks. Meanwhile, US Senate Majority Leader Chuck Schumer wants to suggest ways to handle AI risks through laws, especially because of competition with China, which has different ideas for using AI, like for surveillance and recognizing faces.
